Chapter I General Provisions

Article 1 in order to implement the party's educational policy, fully mobilize the enthusiasm of students to work hard and study hard, and guide students to become qualified builders and reliable successors of the socialist cause with all-round development of moral, intellectual, physical and aesthetic qualities, these measures are formulated in accordance with the regulations on the Administration of full-time general college students of Henan University.

Article 2 in awarding students, the school adheres to the principle of combining spiritual reward with material reward and highlighting spiritual reward.

Article 3 the students who study hard, have excellent results, develop their comprehensive quality in an all-round way, or have made outstanding contributions to the school in a certain aspect shall be rewarded according to these measures.

Article 4 these measures are applicable to full-time ordinary students and junior college students and their organizations who are officially registered in our university and participate in normal learning activities.

Chapter II types of awards

Article 5 a school shall establish the following honorary titles and types of awards:

（1） Individual award

1. Comprehensive honorary title:

(1) Excellent students

(2) Outstanding student cadres

(3) Outstanding graduates

2. Scholarship:

(1) Henan University Scholarship

(2) Individual scholarship

（2） Group Award

(1) Advanced student union

(2) Advanced student community self care committee

(3) Advanced Student Association

(4) Advanced grade

(5) Advanced class

（3） Other awards

Chapter III reward conditions

Article 6 applicants for individual awards shall first meet the following basic requirements:

（1） We should conscientiously study Deng Xiaoping Theory and the important thought of "Three Represents", adhere to the four cardinal principles and support the party's line, principles and policies;

（2） Abide by the national laws and school rules and regulations, and have no disciplinary behavior stipulated in the regulations of Henan University on disciplinary punishment of full-time ordinary college students;

（3） There is no failure in annual compulsory courses;

（4） Physical health, physical performance standards (except those who are exempt from physical education courses).

Article 7 the conditions for applying for the honorary title of "excellent student" are as follows:

（1） They have excellent moral quality, innovative spirit and innovative ability, and always maintain the style of hard work and the high spirited and upward mental state;

（2） Diligent in learning, and academic performance ranking within the top 30% of the same professional grade.

Article 8 the conditions for applying for the honorary title of "excellent student cadre" are as follows:

（1） Earnestly implement the school and college management regulations, and play a leading role among students;

（2） Work actively, have strong organization ability and coordination ability, bold management, strong principle, outstanding achievements;

（3） They have high prestige among the students;

（4） There is no major accident in the work within the scope of responsibility.

Article 9 the conditions for applying for the honorary title of "excellent graduate" are as follows:

（1） During the period of school, he has won "excellent student" or "excellent student cadre", and at least once won the honorary titles of "excellent Party member", "excellent League member", "excellent league cadre" or other school level or above awards;

（2） Complete the required credits and obtain academic qualifications and degree certificates;

Article 10 the conditions for applying for the scholarship of Henan University are as follows:

（1） He won the honorary title of "excellent student" in that year;

（2） According to the comprehensive evaluation results (70% of which are professional achievements and 30% of which are quality evaluation), from high to low, according to the proportion, the best is determined.

Article 11 the conditions for applying for a single scholarship are as follows:

Winners in the national college students "Challenge Cup", "scientific and technological innovation", "mathematical modeling", "English competition", "sports competition" and other competitions; or those who have made contributions to the country, society and school and won major honors for the school.

Article 12 the conditions for applying for "advanced student union" and "advanced student association" shall be separately formulated by the Youth League Committee of the University.

Article 13 the conditions for applying for "advanced student community self-care committee" shall be separately formulated by the student affairs office.

Article 14 conditions for declaration of "advanced grade" and "advanced class collective"

（1） Ideological and political work is good. The students in the whole grade (class) can seriously study political theory, care about national affairs, have a healthy and progressive mind, actively organize and participate in various political theory learning activities of the school, and have a strong enterprising spirit;

（2） The members of the grade (class) committee have good unity and cooperation, strong exemplary role, high prestige of the masses, strong organizational ability, strong cohesion and combat effectiveness; the dormitory head has strong exemplary role, high prestige of the masses, and strong organizational ability;

（3） Grade (class) has a good learning atmosphere, the overall level of academic performance is high, and the failure rate is low;

（4） Grade (class) members have a strong sense of collective honor, good unity and mutual assistance, law-abiding and high degree of spiritual civilization. "Self education, self-management, self-service" work achievements, no violation of school rules and regulations.

Article 15 national scholarships and national inspirational scholarships shall be selected in accordance with the measures for the administration of national scholarships and grants of Henan University; social donation awards shall be implemented in accordance with the measures for the administration of social donation scholarships and grants of Henan University.

Article 16 the proportion of awards and the amount of awards:

（1） The proportion of "excellent students" is 20% of the total number of students.

（2） The Scholarship Selection proportion of Henan University is 10% of the total number of students, and the bonus is 2000 yuan / person.

（3） The proportion of "excellent student cadres" is no more than 7% of the total number of students, and the bonus is 200 yuan per person.

（4） The proportion of "excellent graduates" is 20% of the total number of graduates, and the bonus is 100 yuan per person.

（5） The proportion of "advanced student union" is 20% of the total number of student union, and the prize is 500 yuan per student.

（6） The selection proportion of "advanced student community self-care committee" is 2 per year, and the bonus is 2000 yuan per person.

（7） The selection proportion of "advanced student associations" is 20% of the total number of student associations, and the bonus is 500 yuan / person.

（8） The proportion of "advanced grade" is one for each college, and the bonus is 500 yuan per college.

（9） The proportion of "advanced class group" is 10% of the total number of students' standard classes (60 students in each class), and each advanced class group will be awarded a bonus of 300 yuan.

Article 17 the award criteria for individual scholarships are as follows:

National first prize (or first prize) 1000 yuan / item; national second prize (or second prize) 800 yuan / item; national third prize (or third prize) or provincial first prize (or first prize) 500 yuan / item; Provincial Second Prize (or second prize) 400 yuan / item; Provincial Third Prize (or third prize) 300 yuan / item; other international prizes The collective or individual students who have made contributions to the school and won great honors for the school will be given a certain amount of reward according to the actual situation.

Article 18 the awards of the previous academic year will be selected from September of each year; the time for the selection of individual awards of graduating students is May of each year, and the time for the award is June. If there is any violation of the corresponding award conditions before the award, the award will be cancelled.

Chapter IV reward authority and procedures

Article 19 The Student Affairs Office shall organize and coordinate the work of awarding ordinary undergraduate and junior college students in the whole school, guide, supervise and inspect the selection work of all units in accordance with these measures, and be responsible for formulating the annual reward scheme, filing and commending.

Article 20 outstanding students, outstanding graduates, outstanding student cadres, scholarships of Henan University, advanced grades and advanced classes shall be selected by each college; each college shall, in accordance with these measures, formulate detailed rules for the implementation of the award selection of its own college and report them to the student office for the record.

Article 21 the advanced student union and the advanced student association shall be selected by the Youth League Committee of the University, and the detailed rules for the selection shall be reported to the student office for the record.

Article 22 the advanced student community self-care Committee shall be selected by the student department.

Article 23 the selection of various awards shall adhere to the principles of openness, fairness, impartiality and transparency. The awards shall be applied by individuals (or groups), evaluated democratically and recommended by organizations. The leading group of the unit shall study and decide collectively. The awards shall be publicized by the selection unit for three days and reported to the students for examination after no objection. Students in the school wide publicity for a week, and then recognition.

Article 24 the methods for the payment of students' individual bonus are as follows: the student department shall report the decision of commendation and the list of award-winning students to the financial department of the school, and the financial department shall transfer the bonus into the individual account of the award-winning students and publish it on the website of the student department and the website of the financial department; the awards of various advanced collectives shall be used for collective construction and shall not be misappropriated for other purposes.

Article 25 the student office shall set up a suggestion box and e-mail box for ordinary undergraduate and junior college students to specially accept students' opinions on reward work. In the selection process of various awards, once cheating is found, it will be dealt with seriously.

Chapter V supplementary provisions

Article 26 excellent graduates at the provincial level shall be selected from among the excellent graduates at the school level according to the current year's indicators; advanced collectives at or above the provincial level shall be selected from among the advanced collectives at the school level; winners of other individual honorary titles at or above the provincial level shall be selected from among the winners of corresponding honorary titles at the school level.

Article 27 these Measures shall come into force as of the date of promulgation, and the original relevant provisions of the school shall be abolished at the same time.

Article 28 the Student Affairs Office shall be responsible for the interpretation of these measures.
